Developments around Ukraine are torrential, with Moscow sending the message that the dialogue process with the United States has essentially frozen, attributing the responsibility to the American side and to the ongoing political support that the West provides to Kyiv. The Kremlin spokesman, Dmitry Peskov, stated that the dialogue that had started after the contacts between Vladimir Putin and Donald Trump is currently in a state of anticipation. According to him, Washington does not appear willing to discuss a broader framework of issues, choosing to wait for developments in the Ukrainian issue before proceeding to substantive negotiations. This positioning reinforces the assessment of Moscow that American policy continues to treat the conflict in Ukraine not as an issue requiring an immediate political solution, but as a tool for exercising pressure against Russia.

The Zelensky letter and the Putin reaction
Particular interest was caused by the public reference of Vladimir Putin to the open letter published by Volodymyr Zelensky, with which the Ukrainian president invited the Russian leader to a direct meeting to discuss a possible termination of the conflict. Putin revealed that he saw the letter during contacts with the president of Uzbekistan, Shavkat Mirziyoyev, noting that its content contained, in his view, elements of inappropriate political behavior and public confrontation. The Russian president argued that the publication of such messages does not contribute to diplomacy and that serious negotiations cannot be conducted through open letters and public statements. At the same time, he made it clear that he does not reject in advance the possibility of a meeting with Zelensky, but considers that such a meeting must have substantive content and not a symbolic character. It is not accidental that several Western governments rushed to publicly support the proposal of Zelensky and called on Moscow to respond. On the Russian side, however, this mobilization was considered yet another effort of political pressure towards the Kremlin through international public opinion.

Putin appeared particularly critical towards the Ukrainian leadership, arguing that there is a contradiction between the calls for dialogue and the military actions that continue on the field. The Russian leadership estimates that time works in its favor, particularly as political and economic pressures increase inside many Western countries that continue to finance the Ukrainian war effort. At the same time, the Kremlin considers that the fatigue of Western public opinion and the disagreements inside NATO and the European Union create an environment more favorable to the Russian positions in comparison with the first stages of the conflict. The latest statements from Moscow capture a reality in which channels of communication remain open, but the political will for substantive progress appears limited. Russia insists that it is ready to examine political solutions, while at the same time it accuses the United States and their Western allies that they prefer the maintenance of pressure and confrontation. On the other side, the West continues to support that the responsibility for the continuation of the war belongs to Moscow. The result is a prolonged diplomatic impasse, in which the prospect of immediate peacemaking remains distant, while the geopolitical consequences of the conflict continue to affect the entire international system.
